A statistic that was quoted to me by an instructor of mine stated that the numbers in Amsterdam and in the US, for weed, are very nearly the same in the 16 to 25 bracket.

Here in America it's "Zero Tolerance," but in Holland it's called "Harm Reduction," I believe.

They normalize weed in its various forms and strictly control it, but they highly stigmatize the harsher drugs. The effects of the hard drugs are significantly reduced.
