I'd guess that this is the answer, myself. In my day, toilet-papering someone's house was like pulling their hair on the playground because you liked them. Every once in awhile it was because the kid was extremely unpopular, but usually it was the cheerleaders doing it to the star quarterback, etc. I'd say it's even likely that one of the darlets already knows who did it.
