It looks to me like they were going, or coming in this direction, in both of the wrong lanes..

Actually, they were traveling on the right side of the road, weren't they? Look at the street signs.

Which means the police car is on the wrong side - so, were the police trying to block the path of the drunk driver and was the drunk driver avoiding collision with the police car?
