Now that's amazing. Is it maybe hidden in the handicapped stall? That's often the only place with enough wall space available. Also, is there maybe a second bathroom somewhere? I thought my grocery store didn't have one until I politely complained to customer service about it and they told me I had actually been using the employee bathrooms, the other bathroom that I didn't know about was much larger and had a changing table in it.

I suspect because people who just found out that they were pregnant would be legally able to use them. A woman in her first trimester may not need the space as much as one in her third, granted, but it does not say for women in their third trimester only. And how do you prove it? Carry around a copy of your +HCG labs?

Seriously, no good can come of it.
It can take me a long time to do my stuff, especially if I am having a bad day.
I would feel bad for some poor guy with his messed-up kid having to wait on me because of some idiot manager/owner who was brain-dead enough to put it in the disabled stall.
Then again, I may have to go very badly. Sometimes I get diarrhea when I am in a lot of pain, combo of the stress of pain and the extra meds. Having to wait for someone to change their kid is equally FUBAR.
The whole situation is fucked... what kind of mouth-breather thinks that is a good idea?

Architect/Safety/Squeemish people.

Can't get a changing thingy in a regular sized cubicle. Choice is handwashing area or disabled cubicle. Go figure. And, of course, children disable you -hence the need for handicapped-like spaces for up-the-duffers.

Absolutely. The handicapped toilet (in nightclubs at any rate) is referred to as "the boardroom" and is the location of choice for couples looking for a bit of privacy for a quickie.
