It looks like parents doing what parents do. Sticking something on the baby's feet - and in this case, it seems the natural order is for cowboy boots - and taking it for a waddle down the path.
Seriously, they would have had to put something on his feet. What's the issue with the boots? Someone probably gave him the boots as a present or something anyway. You kids are such haters. lol
