Is a permit more than a few thousand dollars? If not, these guys are dumbasses. Not your grandson's friend, who was just doing a job he was (presumably) paid to do, but the organizers who apparently couldn't figure out how to charge people a couple of bucks to get in. Maybe money goes against their dirty hippie mantra.

Sometimes money isn't the only barrier between having a permit and not. Politics often play a big part of it.
