I think it's to do with it being an upright.

So there's that big long stick part stored inside of the flexible hose part, right? Pull that straight up until it gets to the end, and clicks. Now, press the small button at the end of the flexible hose to release the stick completely from it. Rotate the stick part around and put the other end back inside the flexible hose so that it clicks into place again (you will have to slide back the little hole cover at the handle end of the stick part to do this.) Now you should have the long hose, followed by the curvy handle bit, with 3 feet of long stick out in front of you for reaching the corners or whatever you're trying to clean. You can put the attachments on the tip, or just use it open-ended.

It sounds ridiculous, but once you've seen it done it's not hard.
