No, it's awarded to someone who, through the lens of history, has made a significant contribution to Physics and humanity. It's supposed to be the crowning achievement of a long and glorious career, not a yearbook vote for "Most Likely to Succeed".

Given the kind of accomplishments he's after making, he shouldn't. That will serve the Republic well. What he wants will not.
