18 (64) degrees in this room. I'm happy in a vest (wifebeater?) and jogging bottoms with bare feet. Mum & Dad are wrapped up downstairs in about three layers and socks. I'm making noises about heating bills to keep it off a bit longer...!

It's only down to 12 outside (53) anyway. Although it feels cooller than last week because the wind has more bite. Nevertheless I went walking in this outfit this morning and felt quite happy.

Are heating bills really a problem for them? If not, that just seems a little excessive to me. They're elderly and in their own home, and if they're feeling 18 is cold, they probably need the extra heat. Unless they really enjoy being bundled up. Maybe you could suggest putting the heating on but setting the thermostat a couple of degrees lower?
