After much discussion and me finally putting my foot down, Steve uninstalled Norton personal firewall. He restarted. All is now well. It wasn't in the startup, it wasn't in the processes, but it was ON THE MACHINE. And that was enough. Other than feeling like a big goober (I should have tried that first...I know better)... thanks to those who tried to help. PEBCAK is a bitch.
