Just thought I'd stop being a lurker and chime in on this one... I'm assuming you're talking about essentially a shared hosting account with shell access.
Best deal I've found anywhere is
phpwebhosting.com - tons of great stuff, including unlimited space, bandwidth, MySQL databases, for under $10/month. Not sure how accepting they are of running your own server software, but they are pretty forgiving as long as you're not doing something obviously annoying and abusive (like hosting porn, or sucking up CPU with compiles all day...). Decent uptime, reasonable user counts per server. I use it for sites/clients that don't need dedicated or 100% uptime, and has worked out very well for me as well as for a bunch of associates.
No, I don't work for them, get referral fees, or anything like that. Just a happy customer. Since they don't advertise at all, I like to spread the word whenever I can. As always, YMMV, but I'm very happy with them and host a number of accounts there.
