You can't take them out with force. You can only take out individuals that have broken the law, and that's a never ending job.
The only force that can stop these gangs is the people. Parents keeping their children out, people cooperating with the police when they witness crime in the streets,and people not treating them as local heros. The gangs will wither and die if the people make them uncool.
