What's in your /etc/man.config? Sounds like yours may have been damaged or deleted.
DingDingDing!!! Congratulations. (I swear, I figured this out yesterday before I read your post, after I manually de-zipped the man man page and read it.) Sure enough, man.config got wiped out. (Why is another story, but I pulled it off the previous night's backup and everything's happy now.)
