It's a good start, but I think it's too absolute for most of the world to find it palatable. Any inspectors at any time? How long into the future will this last? And all 50 sites will be destroyed at once? Who's going to provide this list of sites? I also think it would be more cost-effective to say that a sliding percentage of the sites will be hit - that way, he has no idea how many are going to be hit, or which ones. Also, to add some more teeth, sites that aren't under the current inspection list (but, say, on the next) should be on the target list as well.

Unfortunately, when the Iraqi government starts claiming those are civilian sites that are being bombed, they'll gain world support.

I was going to say something more, but while trying to find the text of the US's draft UN resolution on Iraq, I forgot it. Has anyone been able to find a copy of this? All I've found is the resolution Bush sent Congress.
