You're right, it's a policing problem, but instead of taking preventive humanist measures, too many politicians fight against each other in steril political speeches when it's too late (that's what I wanted to say in "building political theories to explain them"), and put another social pressure to contain people. I don't think French people are SO racist. The main problems are unemployment, education, difference of cultures (of social classes or of immigration).
