I always start by asking the neighbors for a reference. Alternatively, pick up a neighborhood newspaper (the ones that they drop in your driveway for free) - they always have ads for handymen.
If its electric, I'd flip the back open and see what I could see - it could be an easy fix. If its gas, I wouldn't touch it.
