You are correct, assuming sufficient randomness on the part of the lotto. Which is probably a decent assumption.
If certain numbers come up, they are not then retired until all other combinations have been used. On the other hand, psychologically, if you play the same numbers for years, then try something new, and that's the day your numbers come up, you'd feel much worse than if you just continue to lose with the same numbers.
