This almost always comes down to the guitar, or the drums.
I'm not a guitar player, so I don't know what the "qualifiers" are, in sound or technique. What are they? For drums, I would say it's 1) straight--not swung--8th notes, and 2) heavily accented snare on the 2 and 4. ... I think it would be BOTH of these. If you're playing "rock guitar" over a shuffle, that's blues. If you're playing a backbeat to a big band, that's jazz.
