Mostly the problem comes in when a woman is accused of or assumed to be menstruating because she has expressed annoyance/anger/snappiness/emotional distress etc usually assumed by men ( not always) and usually for no other reason than that the woman has engaged in an overt display of negative emotion. ...This of course has been extended to include political passion or frustration ....

if on the other hand a woman is displaying what appear to uncharacteristically explosive behaviours and responses to situations and stimuli that havent changed significantly there are a number of possible causes and PMS is on the list.
