Are you referring to "collection museum" as one of the redundancies? It's actually not entirely redundant, as a "collection" doesn't mean you're allowed to see it, and museums can have several named collections in them. This sign just means the museum is dedicated to one collection, and it's open to the public.

Maybe that's the exact center of the building. Maybe there is a sign a hundred feet to one side that reads "Houston Center for Photography Left Side --->" :biggrin:

Perhaps the Houston Center for Photography has multiple locations. This could be the Houston Center for Photography Center, another could be the Houston Center for Photography Annex, a third might be known as the Houston Center for Photography Forum. Their offices could be known as the Houston Center for Photography Headquarters.

Or perhaps it is a sponsorship deal for an auditorium, ala Staples Center, only it is sponsored by the Houston Center for Photography.

More likely, it is just a dumb screwup.
