They didn't indicate a year or a reason although all but the August dates sort of make sense.

Well, I'll take a wild guess about August. The Perseid Meteor showers (a very major meteor shower) peak around about the 12th and are active for a week or so before. Maybe people's attention gets diverted by several shooting stars and they drift over into the opposite lane in front of an on-coming semi?
How about the combination of heat and alcohol as a factor - in other words, alcohol gets to you more quickly when you are dehydrated, which can happen on a hot Aaugust day... Although I like the shooting star idea!
Maybe it's because there are no holidays in Aug., and people are just aimlessly wandering......"with no particular place to go".......
Plus, all the college kids about to go back to school, they're all having their "last big kegger of the summer" parties.
Where I live the college kids have the "last big kegger of the summer" parties well into November.
