Thanks xoB. Apparently every year Moscow clown Vyacheslav Polunin puts on a "Snow Show" at Moscow’s Vakhtangov Theater, with mimes and clowns. This year they decided to establish dozens of snowmen on Moscow's Arbat Street as a prelude, and set up a new requirement for his clown college (full story):

Every student in the Academy of Fools — or anyone who wants to join this “academy” - must take a final exam in January… by making a snowman.

In case the weather turns unpredictable, organizers set up a truck-full of snow for anyone wishing to pitch in.

The clown, meanwhile, expects that by the end of the month, there should be about a thousand snowmen in central Moscow.

They all appear to have different personas like real pedestrians so don't get between the Crips and the Bloods.

That first picture is awesome. Reminds me of some of the snowmen Calvin used to make.
