Congress passed a law stating that legal non-citizen residents could be deported for violent crimes. The Bush administration stretched this to include drunk driving. The Supreme Court, in a unanimous decision, said, essentially, "Are you nuts?"
Seriously, what they essentially said was that even if there is a problem, the government does not have the right to stretch the law beyond the intent of Congress to address it.

So now all Bush has to do is replace 9 justices to complete his agenda.
