It's a show called ‘a million lights for the city Berlin’ around the landmark Victory Column in the Tiergarten park, Berlin, Germany. The light installation is by Iran-born artist Misha Bolourie, and stands for the rights of children around the world and living with peace. Some 5,000 children lit a million candles for the event.

I certainly hope all participating members where briefed on candle safety---and how to lite one's own cig on the candle with minimal damage to bangs of said individual.

oh sure, now they'll do it... in WWII they used black out curtains on their windows, but now they'll light up the whole damn city.
