The standard redneck (err, "shade-tree mechanic") gas-tank repair technique is to run exhaust into the tank. Preferably not exhaust from the car you're repairing.

I like the way he's saving time by charging the battery while he works on the tank.

that Red thing you see is probably not a battery charger, but rather part of the welding apparatus.

yeah, the red thing is the arc welder.

how do you suppose he got those props under the truck? i imagine a group of his friends rocking it back and forth like they do in LA, and him jamming the pole in there at just the right moment. either that, or a little old lady with an adrenaline rush lifted it up off of her favorite cat.
