How come I see the Admin Options drop-down menu? I'm used to phpBB and that usually hides the admin options unless you are a mod or admin.

It's a vBulletin thing. And yeah, it's kinda braindead; I think their standard approach is one of more active moderation style, where a lot of people are mods and manage the threads carefully.
