counted twenty before I saw your diagram, posted, saw YOUR number, went back and now I've lost two of them.

I'm confident that 18 is right. I think Undertoad counted Bruce's '8' and '11' twice.

I got 19, but then realized that I was counting one of them twice. I get 18.

If the picture was cropped so the triangle's points touched the edges, you could get to 20.

No, it was floating, not near the edges, and leaning to the right 38 degrees.

Very simple, rearrange the 9 cards into a 3 x 3 array where all touching edges match. Each card can be turned 90, 180, or 270.
You might have to print and cut them out because it's harder than it should be. ;)
