They've change the Powerball and Megamillions games to make it easier to hit a small prize and harder to hit the jackpot.
That's what causes these huge jackpots and entices people to play that normally wouldn't.

The payout has to be sufficiently high to make it worth joining in the lottery.
You would never spend $1 for a one in a million shot at winning $10. Everyone is going to have their own idea of how big the jackpot has to be before they are willing to part with $1. Especially with those long odds.
I would guess that the tipping point should be where the jackpot is greater than the odds of winning the jackpot. $1 to win a million when the odds are 1 in a million.
A megamillions ticket costs $2. They try to make the math harder by charging $2 instead of $1.
The odds of winning the jackpot are 1 in 302,575,350.
Using my logic above, it doesn't make any sense to play megamillions if the jackpot is ever below $605,150,700. But if the jackpot is twice that amount like it is now, then maybe it's not so bad to be buying a ticket. With a 302,575,349 in 302,575,350 shot of losing, you're still going to lose that $2. But maybe you had fun. And what were you going to do with $2 anyway, buy a cheeseburger off the McDonald's dollar menu? Mmm cheeseburgers.
That money is better spent buying a stock. The payout is higher. No thrill is obtained. It only provides cash.

for which, this jackpot was not enough to match, until maybe this weekwell, since UT now approves of the math, and tw thinks it's stupid, I just went and bought 9 mega millions tickets and 4 power ball by accident. On 3 of the single mega tix and the 4 power ball, i did the extra $1 multiplier. so I've risked(not invested, tw you schmuck) $33 in total.
I'll let you know how much I lost after they go off. for now, I'm going to try to have $33 worth of fantasies about being stupid rich.

"cash payout after taxes" - does this include, in addition to taxes, lump sum as opposed to annuity (they cut the payout amount if you don't take the annuity)?

A lady down the street won about 40 million, she got new windows and a big driveway, but her kids have been doing their best to piss it away. Another guy here in town won a big one about 9 or 10 years back and his kids have successfully wiped out the whole thing. Hes broke.
