Might be, I can't tell if that's a pipe or a small light at the top, looks like a hasp loop on the right, and the pipe in the floor looks later.

Looks like it's next to a door. A place to scrape off mud and snow to drain outside?

That's a light above it installed much later.
Don't know what that hasp thingie on the right is.
The door leads onto an aerial walkway, its not the main entrance to the building (or the room).

Hmmm... neat though.

The drop is over a burn (= stream), not the front door.
In fact the whole property is over said burn.
