I just had a thought (it happens).

A: Of course they could!
Well they did sell them so they would not be hard to get. On the other hand i'd put this in the unlikely basket, i'm sure they'll find enough - over their heads.
The trail of information and people that would be required to pull something like that off would be too massive and out-of-control. From scientists and labs, to a convoy big enough to carry and protect that kind of cargo, to the paperwork that would have to accompany it that would have to match other paperwork... the operation would have to be massive.
