No, this is an artist's rendering. Jalopnik has details, and a large gallery of more renderings, of this massive structure planned in Turkey.

And yes, the oval there will be for test drives. They say there will be so many people just going to the place, that they won't be able to manage the additional traffic of test drives on the regular roads.

They say it will have
200 individual showrooms, 48 service stations, 42 insurance companies and 24 banks. Over 400 brands (we didn't realize there were that many), will be represented with 2,426 models.

I hate concept cars, conceptual drawings, and artist's renderings. As art by itself, they're fine, I suppose, but the actual product (whatever it might be) never looks even slightly like the visual representation.

I would have figured that for Dubai, UAE. They like their fancy things like palm tree shaped islands and indoor skiing in the middle of the desert.
