He spends about 2/3rds of the time basking, on and off, during basking hours (roughly 9:30 AM - 9:30 PM EST).
Until he gets back on, I'll reduce the video quality and raise the audio quality.

Water. The thing the turtle is on is a floating plastic log. It's anchored to the side of the aquarium by the two black vertical sticks.

If you let your Turtle listen to Howard Stern all the time, it will grow up jaded and tragic.
On the same circuit as his main light you should wire in a tiny red indicator light next to a sign that says 'on air.'

Baskingcam is back up tonight, until 9:30 EST (next hour and a half), the lad is happy there because I gave him a higher wattage heat bulb. He may be basking right up to lights out.

I was looking at the meat thermometer earlier, but I couldn't tell if he was done yet. You might need a bigger light bulb.
I checked on him last night. He looked happy. Am I anthropomorphizing? No, that is one damn happy turtle!
