I haven't given reasons for my votes before, but I'm thinking maybe I should. I'm going to give it a try and see how uch hate mail it brings me!
I tend to look at two things: how well is answers the category cll and how natural it looks.
Here I'm going for the parking because you can clearly see the illegality, whereas with the other three, it's just illegl potential or evidence of illegal activities past. The parking is illegal RFN!
