Question for the mods and his most Toadliness, Undertoad

My local food coop is undergoing huge growing pains, we just moved to a new larger location, and there has been somewhat of a membership coup and installation of a new board. (I am a member of the board) To keep a long gnarly saga short (it would rival Monster's swim chronicles for sure) we are now trying to find a way that the memberhsip can communicate effectively since there is a lot of discussion and gossip, and grass roots misinformation campaigns going on.

All over a change in discount from 20% to 15%. You'd think they were being asked for a toe. I digress.

I suggested that rather than a blog, we create a discussion forum. I was asked by the rest of the board (btw many of whom think Facebook is a blog...) how hard a forum is to set up and maintain.

We are a group of about 200 members. Any advice or links to How-Tos would be appreciated.

I have never used them, but for a rather closed community, you don't need something with all the bells and whistles of vBulletin. Plus, vBulletin is pricey now, and kinda difficult to set up; there are hundreds of options to understand and configure.

What is the best way of eliminating the national deficit?

Now I'm going to email every politician in the US the link to this thread and sit back. We should be back in the black within a week.
