I'm guessing since this is the first in a series (the next two are already out) the publisher wants to get you hooked on the author's style and interest in the series. That's what libraries are for.;)

I've never seen them do a first book before. I've seen some where you can get the first few chapters as a sample.

Cory Doctorow has also released his books (and most, though not all of his short stories) as free to download online, as well.
