At first I thought it was a bad joke.
Wouldn't someone be in a wheelchair because they couldn't use their legs?
According to the UK distributer;

a clamp-on cycle for wheelchair users enabling opportunities for exercise or rehabilitation to short or long term wheelchair users.

I never thought of that. :o I guess I'd fallen into the stereotype trap, of just seeing all people in wheelchairs having the same (dis)ability.

does it come with one of those big long flexible flag staffs and baseball card for the spokes?

I just got this crazy image in my head of a couple of kids at the family reunion pushing Aunt Ethel, 100 yrs old, really really fast in this wheelchair/pedal rehab thing, and her skinny 100 yr old legs pumping up and down like crazy.:lol2:

I don't see how these ones are steered without handlebars--I guess just by pushing on that bar on the back of the chair (like steering a lawn mower):

Replace the bicycle taxi's passenger seat with one of these, though, and you do get a wheelchair bicycle, after all (note "cowcatcher" in front to latch into taxi's DOT-mandated safety bar):
