You didn't miss anything pertinent here. This government goes right from military tactics to political strategy with a "Bah, humbug" to military strategy. That could change; however, with the outcome of our next Presidential election.

Granted there are many translations of this work, and since it was not originally written in English, there is room for interpretation. But I scanned it, and I found it hews closely to my previous readings.
What part of the translation do you object to, Cicero?
I find no mention of MBA's or top management in there. It is obviously a fake.
