How about a magnetic tape? The relatively smooth background is the tape, and the stuff on the surface is the magnetic particles.

Or maybe it's some sort of coating on a lens or other glass.

My first thought for the squares was salt/sugar crystals, but they tend to have much sharper edges, these look 'soft'. The second pic made me think of a spice mix, with the squares being the salt, but I still think the salt would be sharper, and I am not sure if the 'floor' is part of the thing or not. Plus the scale would be different... Hmmmmmm. This is going to make me hit my forhead when we find out what it is, I just know it.
