Our Iraqi Allies

Bush mentioned our Iraqi allies several times in his speech last night. Allies? They weren't when we invaded. They don't seem to be now. WHen we're gone, they probably won't be - especially give the Shiia majority and Iran's Shiia influence. How can he call them allies?
