A most interesting sidebar. For example, when Taylor was arrested in Nigeria, then would he also qualify? I find it rather amazing that only Noriega meets that criterion. And I have long been surprised that no one questions the legal basis for that arrest. At any rate, can anyone provide exceptions to the statement that Noriega was the only one arrested?richlevy wrote:The only acting leader of a sovereign nation arrested by an external nation without a civil war or conventional war is Noriega.
