In previous elections it was pretty dangerous not to vote for the guy and he got 100% -- so we should expect these often-uneducated people are unclear on the concept of what Democracy is until they spend a little time with it.

I suspect it's more based on the fact that she knows the US would never let Saddam retake power, so voting for him is a safe way to annoy the US.

Yeah, we should give them at least two elections before they figure out that they can vote more than once.
