Didn't Clinton abolish welfare, at least in the form of a monthly check?

If corporations paid people a living wage, we wouldn't have the problems we have, because people would be able to afford the necessities of life, and the only people who would need money from the government are disabled people and retired people collecting their SS, which they PAID for (in BOTH cases!).
