One final guess from me, and then I give up.

You are a scales guy, right?

I'm going to guess that it's some sort of standardized weight for calibrating scales. Only thing is it looks really small for doing truck scales. But that's still my guess.

The notches, and the curvature, seem to indicate some kind of flexible, connective function. It reminds me, somehow, of a u-joint.

Ok. If you had a car, date, friends and a few bucks back in the late 50s, 60s or perhaps the 70s you might, or should have used one of these.
