My understanding of it is:

If one knocked up the upstairs maid, the bastard was shipped to Canada.
If one was a member of a troublesome religion, one was shipped to the Americas.
If one was a criminal, one was shipped to Australia.

To troublemakers, bastards, and criminals and the three great nations they built.

FYI, on British sitcoms, Aussies are portrayed as perpetually horny, at least as compared to Brits. Of course, that's not saying much.
