The best way to enact Martial Law is to first give the people a reason to riot; then you have an excuse to crack down, or "restore order" ...

No, it can be initiated by a natural disaster or terrorist attack before any riots can occur. It is suppose to be preventive, not reactionary.

I like how the White House can just "release a document" ... this is a much simpler, more decisive form of government.
