I would classify any child under a year as a baby.
Despite the fact that they may already be toddling by the time they are a year old, that's my cut-off point.

I'm pretty much anti-torture across the board, as I think it appeals to the bestial in man and rarely if ever yields valuable information. But I don't expect to get universal agreement in that.

Babies are best to torture because they won't retain memories of it. They may be traumatized somehow but they won't have to ruminate about why.

A few definitions, to help clarify:

Baby = zero to 12 months
Torture = to inflict pain for the purpose of inflicting pain (we're not talking doctor's shots or parental discipline here)

Now can we get consensus?
