there are some aspects of japanese culture I'm not equipped to understand ...

This would be one of them.

A hot new fashion trend, apparently. Makes some of the tee-shirt statements on engrish.com seem normal ...

Yes, I was rather shocked, particularly by the TWO girls with auburn highlights ... Totally does not go with their complexion!

Heh.. must a fashion of some kind (the hair coloring, not the scarves.. I'm speechless about those). I remember recently walking down the "health and beauty" aisle at the grocery store and there was an Asian woman looking at the blonde hair coloring kits. Normally I wouldn't have noticed her or what she was looking at, but when I walked past her she jumped up (the stuff she was looking at was on a lower shelf) and backed away pretending to look at stuff on another shelf like she had been caught peeking at the dirty magazines.
