Looking over stimuluswatch.com, there seems to be many many such programs. Yes there are some related to infrastructure, but there are so many that seem to have nothing to do with building anything. You certainly should be able to answer that if the source is biased.

Now who has an agenda(based on less than a full picture of the project) and who provided more factual information, unless you have evidence to the contrary?
