If the thread were on a treadmill that was going at the same speed as the wheels of the thread would the thread continue moving and take off?

When I was 15 and worked at Deep Pan Pizza there was a pizza called, "Tell 'Em Phil Sent Ya" The amount of times I was asked to explain that title. Sigh.
