Two things come to mind for me. One is, what happens if the thing goes airborne which would probably be likely. Two is, the plastic molded seat is supported by a single pole, which would be embedded in your back if the thing goes 0-100 in 1 second.

I imagine you'd have to duck the Patriot Act in order to use a jet pack. I mean, they had a problem with shipping of model rocket engines (although I think they're revising that one), I can't imagine they'd be too cool with people whizzing around with liquid fueled rockets strapped to their backs. Just think what a suicide bomber could do with one of those and 100 # of C-4 strapped on as well.
